Possibly raise the cost of the tools and either give them increased numbers of use per day, or just Unlimited use per day.

A combination of the two would be:
Cheap Basic Tool - Limited Use per day
Improved Tools - Increased Number of uses per day
Specialist Tools - Very Expensive Unlimited Use/Day
