Charisma Check - Hoage Smeed

The Charisma Check on Hoage Smeed means that characters with sufficiently low Charisma cannot:

1. Perform his quest
2. Purchase inn items such as food
3. Set their spawn point to the Inn

As much as I like these new charisma checks, Smeed is the last hub on a quest chain meant to show new PC's sanctuary and introduce new players to the server. Also, being completely locked out of an NPC convo (especially when it's a service industry employee) is annoying.

I feel like the check on Smeed should be removed or the penalty should be higher prices and a condescending conversation.

Yes, I agree, I removed. Too many important dialogues with that NPC.
