Per your inquiry upon the Divan of Zain or another to sit as overseeing matters of Artillery, I have secured from the Scribes a list of the more active Machinists who are formally licensed by the state to undertake Engineering works.

We have many machinists on file! Many of whom I don't see in the day-to-day life... Attached you shall find some names that are at least somewhat likely to be present for some of the battles! Well, not just the names... the people bearing them, too...

Cogsworth Clockhand - Palatial Engineer by title raised by the Gold League for matters just such as this. A considerable candidate though he gave a large speech about friendly fire and casualties and more which was not exactly inspiring

Jamileh Attar - One of the most versed Engineers of Sandstone College with a long history in the Great Ash Desert, no stranger to battling the Orc and an individual who holds the respect of many of the Boardworkers and others who will be making up the brunt of the force.

Marigold Pyke - Unknown, perhaps Bashir knows her better than I.

While it is not the most inspiring list, I believe it affords at least two distinct individuals to choose from. Both recognized by the State but with a differing approach to the craft.

If you are seeking raw technical ability I would imagine Cogsworth may have the upper hand, however his view of casualties highlight the belief of Total War, no matter the cost.

If you are seeking a more inspiring presence with ties to the adventuring populace, Jamileh will serve.
