As such:

The Refugees have proven time and again to be susceptible to such, even so far as Voiced of Ephia's Well in cases ranging from Merizad of Gold, Brudron of Purple, and Velan Volandis of White.

Each League has been politically compromised, Two of the Three Accords have been compromised be it by Djinn Mark and Brooking of the Rose or Djinn holding Name and Influence over Nadiri and Apothar. The singularly most important difference however is the nature of your study and training is to prevent such from being catastrophic.

The Cinquefoil Rose, both by Accord and by proof of Meribah's mishandling of Djinn, are fundamentally ill-suited and untrained for tending matters of Djinn and are under scrutiny for further contamination.

From the lowest ranks of student Delfonse and Acolyte Amelise, to the higher officer rank of Balladeer Velan Volandis, claims of heroism or not does not allow trampling Astronomer's Accord Duty, nor the unmitigated risks that has been exposed to Ephia's Well on their watch.

By which advisors and consultants are subjected to either in person briefing or dossier and report of case file to weigh and consider escalation of charges for exigent or worsening circumstance.

The Krak de Rose's sovereignity leads to a complication of legal note, as it sits both within and outside Ephia's Well. And yet holds a vast swath of the Refugee, Adventuring,  and Mercenary population ripe for influence.

Under new Exigent Review protocol  the Janissary of the Fourth Legion classified Accord Officer Rank: Sergeant may seek mutually consulted Accord Office Rank: Apothar.

In person Briefing or File submission would be carried out for the Apothar to then, upon consultation with their peers or their own insights and judgement, raise Serious Brooking to Capital Brooking Charge regardless of Territory.

Sovereignty is upheld in terms of arrest and Janissary will not infringe into the Krak de Rose, but should the Reclassified Case come to trial by capture outside the Sovereign territory, the Cinquefoil Member in question will be punished in Ephian Court by Ephian Capital Brooking Charges.

Thus there can be no longer hiding behind political sovereignty, to preserve Djinn related activity as has occurred in past encounter.

For ten years time has Sovereignty been upheld upon the Krak de Rose's territory. However as been shown in recent weeks the Sisters of the Sybiline Sisterhood have spread fabrication of their intentions and duties, bolstered by the College of Balladeers and reinforced by La Banda Rossa.

They do not merely engage in charitable works and the tending of the impoverished. There has been proven, systemic, and increasing pattern of Djinn related activities and influence under the auspices of using magic and talents to either investigate or curb Djinn activity. The clear and stated mandate of the Astronomers of Q'tolip in service to Ephia.

A duty by which they are trained, honed, and formed into the most prestigious Consultants. The Sisters, Balladeers, and La Banda Rossa, are none of this and have in their hubris, risked a great deal in the pursuit of heroics.

The Krak de Rose would be deemed compromised and temporarily quarantined, and for the first time in Decade would the Astronomers of Q'tolip carry forth Audit and Inspection of the Krak de Rose. Apothar and Nadiri would be dispatched with incarnabulum to ensure from the foundation to the roof there is no sign or trace of Djinn Influence, Djinn Mark, Djinn presence, or Djinn activity.  Search would include: La Banda Rossa's Fortress, The College of the Baladeers, and the Priory of the Sybiline Sisterhood.

There will be no arrests made, there will be no hostile actions taken, there will be observation, readings of the device, and report drafted for submission to the Ephian Government and Baz'eel.

Failure to allow such an undertaking would result in the creation of a bordered crossing from the Krak de Rose to Ephia Proper in which mandatory checkpoint established, Djinn influence checked, and confirmed or denied before passage granted, by combined forces of the Janissaries of the Fourth Legion and the Astronomers of Q'tolip.

This Audit would not be persistent, nor be done lightly.

The Checkpoint would endure until time deemed clear by the Astronomers and Janissaries.[/hide]

The Voiced of the Assembly will be read abridged versions of both options, engage in negotiation to find favorable middle ground, and vote called.

Sol Auk is content with the first option, if the Astronomers do not wish the second option to even be broached before crowd and incense matters.

But Sol Auk would not refuse a chance for the Astronomers to exceed beyond such of the first option.

The result of which will see the Astronomers of Q'tolip's mandate expanded in the pursuit of the Djinn, that the Maribeh Malfeasance never to occur again upon our resplendent city, during a time which the Caliph ought have been honored.
