Enclosed are the proposed offerings from our discussion. The scribes have assured me the colors will aid in understanding.

Should the Halfling be slain before the Second Legate's Election, this to be the new map. If she is slain after such there is difficulty in making such sweeping effort, as another Legate must then be bribed, negotiated with, or can refuse such lofty request.

The territory involves added fortifications beyond just the gate, but also Non-Shade Refugee Housing. This allows for some improvement of things and lessening on the Krak's burden, but so too at which a time a Storm to come the Refugees may rush into the Krak de Rose to weather a storm, comparable to the Stone Folk retreating into the B'aaran Almshouse.

However most importantly it sets a Legal Precedent for future expansion for worthy deeds to the Ephian Government.
