Air Genasi Move Silently

I'm not sure if this is a bug or a feature.

It doesn't look like the + 3 Move Silently is applied. +3 Tumble appears to be applying however.

+3 Tumble isn't applied either

Nevermind! Seems to apply once you leave the starting area.
