Remove / cage blue npcs in big areas

Some newer NPCs are, by the rules, blocking pvp in massive areas by just being over in the corner of it. It would be nice if they were either moved to a small "transition" area, or leashed behind a fence with clarity that pvp can happen beyond their gates or whatnot.

Some of these might be done, but making it OVERLY clear would be nice, similar to the ward or muckboys.

Notably:

Sunpurse NPCs in 94 (and even the one sitting in a new larger area below)

The smuggler dude outside of the rat raft in the drips

Glitt npcs  beyond that ghyl quest

Orzan NPCs in the mongrelwoods

A good suggestion, I'll change them to grey npcs in a bit here. Note, the glitt encampment npcs are grey npcs already and off in their own area as well.
