Custom Clothing Enchantment Issue

Hello. Hopefully this is not a case of me being an idiot!

I created some custom clothes with the designer npc.
I placed them in the tailoring table, and selected the option to enchant.
I chose performing mrkII option. The npc said it would be 400gp and I said okay. The npc said it was finished!
I checked the clothing and it had not been enchanted. I also noticed I hadn't lost any gold.
I tried  again, seeing if I had missed an option > chose perform mark II, was told the cost, confirmed, checked my clothing. Still no change.
I .. stubbornly  checked the menu again. Only the saves options were available, no perform options.

I couldn't figure out anything I might have been doing wrong but, I have been wrong about that before. But, maybe this is a bug?
