Make Faction Bells Ping Discord

We have IC whispers pop up in Discord. It would be amazing if we could have the same thing with faction bells and their respective Discord channels.

To facilitate this, the ping could target players with the faction tag.

e.g.

@House Orza

@House Nephezar

It will be necessary to make it possible to ping these tags, but that sounds like a painless procedure with wide benefits outside of a notification system.
