Arcane Focus: Warded Spellbook does not regain points upon resting

I am currently playing a wizard using an "Arcane Focus: Warded Spellbook" (And have been since before the changes too). Spellcasting does costs more points, but upon resting I do not regain any of the points. Is this a bug, or did I misunderstand the 'Today' mentioned in the description? And does it regain points upon reset?
The item is bought from "Grup" in Ticker Square, btw

Apparently it works if you do not equip this item.

Can confirm. Arcane Focus: Wizard Fire from Jebedeezra in Ticker Square and Arcane Focus: Jewel Encrusted Dagger from Magus Naoli Thrazulebh in the Peerage Ward also refresh their points if they're in your inventory when you rest, but not if you rest while wielding them.
