It would seem players can still drop below Level 2.  This was never the case on EFU:A or early EFU:M; because all quests had a minimum level of "2".   This is extremely discouraging to new players because not only do they lose a ton of XP in their adjusting to the difficulty of EFU, they also lose the ability to do any sort of quest.

Only to new players? I`m of the mind that it would suck for all players.

It would, but new players would be a lot less tolerant of it I imagine.  Also in this case, I'm referring to this happening to a new player and it absolutely threw them off game.
