Red Star Defiant cooldown does not take into account silver tongue

It was done with silver tongue on and off on the potion list.

Cooldown without potion is 1:45
Cooldown with potion is 1:45

Half elf bonus confirmed functional and not the problem with this as cooldown remained at 1:45 .

Charisma bonus from the potion does not seem to reduce the cool down from 1:45 to 1 on the heal or on other rsd timer powers.

I would have screenies but all they would be would be a clock at start finish with messages so not really useful.

I'm fairly sure the different RSD abilities do not take each other into account.  For instance, you cannot jack-up your CON with Toughness and then get better regeneration with Streak of Lizard.

RSD abilities don't help each other.  For instance, Toughness will not increase the regen of Streak of Lizard.

Only base charisma affects the timer, not the bonus granted by silvertongue. No bug.

However, depending on the order of the brews, toughness can affect streak of lizard.
