I paid the 20 gold, waited close to an hour, but my message was never sent.

Messenger Girls are more reliable in delivering messages than Beggar Kids in my experience and I tested it quite a bit. It's not a feature but a bug and there's no ready / easy for for it either. Chalk ik down to chance and if the message is not delivered withjn 5 minutes, try again (or don't).
