Bounties - Double Spawn Stuff

So right now it's possible for multiple bounties to spawn in one place. I have no problem with this, and if it functioned well it would actually be pretty cool.

The issue is that talking to them will make them only fight one at a time, and on the opposite end of the spectrum attacking them without talking will make both fight at the same time, but neither will drop heads for doing this.

Just lost two bounties because I thought I wasn't gaming the system by attacking them. :(
