Bugged wand of healing

I have this wand of healing that gives me this error every time I use it.



One charge gone, no healing effect. Character is level 9 sorcerer.

This is a wand from distant shores right?

If the wand has an OUB property then you need the appropriate class levels to cast the spell from the wand, even though this one is OUB: Alignment based, that's the current bug.

The Blessed Holy Wand has no required classes, it's intended (?) to be used by anyone, but since it's a wand, it is subject to the script that prevents casters from using wands above their level (which filters specifically for characters who aren't able to cast that spell) (wizard schools not withstanding)
