"Celestial's Frozen Tear" no longer functioning properly as a Relic

I picked up this relic from a merchant, but it seems that going through a merchant stall has not only removed its relic text but rendered it inert. It can still be attuned to, and gives the appropriate message regarding its domain and spell level, but does not allow spellcasting.

If I recall, the 1/day uses on it still work also.

For the record this relic was recently swapped out from a bugged one to a fresh relic, so it isn't an older relic which had colored text.
