Relic not being Activated

Item: Stained Bloodtail Amulet

Issue: It states that it is a Fire, Reptilian relic. Even if I have the Reptilian domain, it won't allow me to use (I don't have the Fire domain, but I was told that I didn't need to have both for it to work).
