EFUSS points not being given for first level?

I tried making a variety of different characters on a couple different accounts with various races and I don't appear to be getting the first level of EFUSS points upon creating a new character, but I do receive points for these characters upon leveling up (though only the points appropriate for said level-up; not the total I should have). The only thing that I can see from the server messages is that it appears that there's a racial skin error that disables my player tools as soon as I make the characters.

What sort of char?  EfUSS doesn't kick in until lvl2, which you have discovered

I think the DMs need more info.

They used to be given at first level as well, not to mention there has been a decent increase in the offering of skills. The loss of them (the first level possibly included bonus efuss points like normal points, but I forget) can be a little painful I suppose.
