Burglary Quest for Upper Sanctuary

I have a weak spot for burglars and other such scoundrels, so I have always wanted there to be a quest besides Bilby's that rewards stealth skills and satisfies the larcenous impulses of a lot of rogues. What I suggest is a quest given by a fence NPC in Lower to go and steal a certain item from a randomly selected house in Upper Sanctuary - those oft-ignored Residence hatches would serve admirably for this. Any items taken during the burglary can be kept by the rogue, other than the item they were employed to steal. Once inside, the rogue will have to deal with a random assortment of threats (private guards, dogs, traps, magical defenses, etc,) some of which have the potential to warn available Watcher PCs that a burglary is in progress - those Watchers can then either wait outside to bust the rogue or have the ability to enter the QA itself to hunt them down.

Reward loot can be either gold or rogue items with a burglar theme, similar to what's offered for Bilby's. As with Bilby's, a take limit of at least 5 attempts would probably be wise, with a party limit of 1 to 2 players. Obviously it should only be available to rogues - and to limit things even further I would narrow this down to rogues with the Thief perk, so that not every rogue is doing this.

As I said, I've wanted to see something like this pretty much since the days of chapter three, but I think Sanctuary, a dense metropolis, offers far better opportunities for a city thief than Mistlocke did. It'll help kit out burglar-styled rogues and could also serve as inspiration for an organization of second story men in Lower. It'll also give Watchers the occasional opportunity to interact with their criminal adversaries more often, so law and chaos both win with a quest like this.
