Sets - Wearing Pieces w/out having the whole set

There was a bit of discussion on IRC around sets and I had a bit of an idea.

Set pieces that drop would be equip-able without the need for the entire set, but would be mundane or extremely reduced enchantments.

These pieces could later be exchanged (possible vendor or something?) for upgraded pieces that cannot be worn without the full set of items.

Sounds like a lot of bother for us to implement something of marginal value.

A big benefit to the system is how easy and quick it is for DMs to set up.
