Is it possible or desireable to make the Watchers, Order and Stewards have muster/clan style recruitment?

Would it be more fun for the server if the Order, Watchers and Stewards  had a style of recruitment similar to the Clans and Muster?  Possibly by  introducing a new starter rank with app PCs staying where they are and keeping apps for rankers, the current apped PCs?

The Order is a very cool faction and it is nice to finally see it revived.  The Watchers have a few folks now also.  There are not a lot of clansmen but these things move in cycles.  The Stewards are also very cool but pretty much dead at the moment, sadly.

My thought is that by allowing people to be recruited into a starting rank without an app, more people get involved, the more people who get involved, the more fun.

What is the purpose of keeping them app only?  This is an honest question.  I have some guesses but I do not know.  Is the purpose of having them as app only being met?

I would hope we can trust the PCs in each faction to make sure that new recruits tow the faction line and handle recruiting.  They applied to the faction, we can trust them to act as gate keepers.  The recruiter would remain behind a locked door, which only apped PCs can access and with IC rules about recruiting.

If you want to play a spy or a traitor and join this way, possibly you have to tell the DMs?  I do not see why though, you do not have to for the Clans or Muster.

This would also save the DMs time handling apps.

We could try this as a limited trial run and see how it goes.  I think this might result in a lot more players picking a side in factions, politics and struggles resulting in a more vibrant server.

I don't even know why you need to app for this in the first place.
