Sorceror Perk: Contriver Arcane Fail

The Contriver Perk does not  grant the -20% reduction of arcane spell failure offered at level 1

While wearing a brigand's tunic with 5% spell failure it still failed to cast the spell giving full notice/etc of spell failure.

Tried relogging, tried moving areas, tried perk reset.

Medium armor proficency fixed next reset. Keep me alert for any Arcane Spell Failure Bugs.

Post-Reset, tried resting, relogging, transition moving, resetting the perks myself and then all three once more after a perk-reset from a DM, still no luck.
