Caermyn License Distributor: How does it work?

Possible bug situation here, non-exploitable.

The NPC is on the first floor of last keep and called "Caermyn License Distributor".

Conversations can take one of two possible turns:

Caermyn License Distributor: Well met. Are you a merchant here to purchase a license as per the new mayoral decree instated by our Lord-Mayor Gareth Caermyn?
Lacrimosa Decora: No, thank you.

.. or:

Caermyn License Distributor: Well met. Are you a merchant here to purchase a license as per the new mayoral decree instated by our Lord-Mayor Gareth Caermyn?
Lacrimosa Decora: I am.

None of these options however does anything and there's no follow up lines after that. Am I supposed to contact a DM to get a license or was this NPC meant to open a shop inventory or give an item in exchange for the required fee?
