Rubies occupying Sis Liman

As of module version 233 the Rubies have occupied Sis Liman again, the barricade is up and there are mamelukes inside the tower with the minotaur statue outside.

I have reason to believe this is a bug, especially after the routing of the comital host and the fact the Caermyn caravans were in Sis Liman before the last reset.
