Restrict tower of gods shrines to active pcs/groups

The Brotherhood of Mercy ended up with the lease of one of the shrines when we bought the key, to reveal the evil deeds of the Velsharoonites.  We will let it lapse soon if no goodly PC cleric wants to take it from us.

The other shrine is being kept in memorial of a dead PC, as a shrine of Sune, which is never used.

I think it is very neat that such places can be rented, but I think it is a bit sad that they are not available for active clerics, or active religious groups.

I don't think that they should be available first come first serve to whoever can provide some gold.  I would go as far as to suggest that you need a DM to initially get the place at all, to ensure that they go to active PCs or groups.  They should not necessarily be hard to get, but I would hope that requiring a DM would prevent the current situation from being repeated.

You have to be a cleric to get the shrine to begin with. However I am unsure if anyone with your key can pay the cost whenever they like. If this wasn't done with DM help, then either a) an active cleric is paying dues or b) Someone else in the Original faction is paying them (unlikely as the name is changed). However, if a cleric wants the shrine in question, they can track down the owner, or bring it up with the Aasimar lady.

That particular shrine is being rented by an active cleric, yes. How much they use it I really couldn't say.

Ah, a non cleric PC claimed they owned it, that was what confused me.

Well, it has to be a cleric who rents. Regardless, I do strongly believe that the shrine should be put to use. Holding them for the sake of holding them serves nothing.

There is a cleric character that pays for it, and uses it; however names might be in character knowledge, so I'll just leave it at that. =]
