Arch Rogue

Fairly basic suggestion; allow clerics with the Whisperer perk to make use of the Urchin sending system.

Seconded because gnome clerics know about urchins.

Egon the Monkey

Whispherer is already a fantastic perk and if you go down this road you may as well say that Cutthroat Fighters should get it, or PCs with GSF Illusion as they're good at trickery.

Better IMO would be to consider a new perk:

QuoteShady Contacts
"During your 'interesting' life, you've gained more than a few friends on the wrong side of the tracks"
Your PC gains access to the Urchin Sending System.
+1 Bluff
I think it's fine as a rogue bonus, but if it was moved away from that it should be accessible to more than just Clerics, but for any PC with a devious concept.

Actually, I do feel that people who are established as Old Stones PCs, those who wield influence there, should be able to use the urchins. But instead of it being a perk it might be better if it was earned ingame, and a DM wanded these PCs.

I know this was originally meant to help out rogues, but since that time there's been additional things added, so I don't think it would be a "debuff", as it were.

I'm not familiar with the system but if it were opened up to more PCs it would also allow the network to be infiltrated, which could be a good thing I think.

Jagged

For some reason I like the original suggestion. Folks with the Whisperer perk could have Undead Street Urchins make sendings for them.
