puppetmaster quest w/ no puppetmaster

Just did this quest (solo one max lvl4 in crossroads).  There was no boss.  I did notice that someone had previously cut down all the webs.  Is this why no boss?  I had to "abondon" the quest.

Nope didn't know that trick... but I'll try to remember it if I ever find myself without a quest boss.

I just tried the quest and had the same result. Spawns but no boss. Leaving and re-entering the QA didn't help either. I had to abandon it in the end.
