RwG, a seller of Cure potions up to Serious exists, they are accessible to anyone, and they only charge 36 GP for Moderates. The NPC is reasonable. Also, with a lack of potions, it's only a matter of time before someone rolls up a Cleric or Druid, or a Bard even with a Get Rich Quick plan.

Something tells me TNVW's new Waukeenar might just be doing that XD.

You should look around more carefully, there is one person especially who sells powerful moderates at decent prices.

There is a NPC merchant that sells many useful potions for very reasonable prices.  It would be a spoiler to tell you where they are on the forums, as I just found out where he/she is a week ago.  Ask around IG, though.

I went in search of a cheap brewer NPC Merchant, and found him in about 15 minutes, not really hard to find actually.
