Seems a bit off to me that it is less for an arm than for a hand.

Anyway, if mutilating is done it should be done in a flavourful way. Being mature about it and thinking about the player on the other side of the screen is as much necessary as in any FD-situation.

Not that it is really complete compensation, but would the Still Spell feat work around this?

Ignores all forms of spellfailure. Under water, in armor or without two hands.

doesn't ignore underwater, just reduces the chance of spell failure! There's the vocal part as well that can mess up by being under the water.
