Sell fishing equipment in the docks

It's the seashore. People fish. There's a man rod-fishing in the Inner Piers. Please can we have Higgins sell fishing rods and bait. That's all.

People that live near the water don't fish, they have a bed and breakfast to rent to fishermen to get rich off of them.
