Burglar wands - require UMD check

It seems these Burglar wands for rogues still require UMD check.

Not sure how it works or if it can be fixed, but just reporting.

I believe they're not hard-coded to be rogue only. It just requires more rogue levels than your other class to use legally.

Any restriction of Usable by Class can be used by anyone with at least one level in that class, even if they have only one level and a bajillion levels of another class.

I have no input into the original bug post, since I have not been in server for so long ( :( ) that I've never seen this item.

Don't know about honesty or what not, but I got no problem with levels. They are wands for rogue use only, and I just mentioned this bug in case someone has bit lower UMD, and tends to fail the check. It is not a class requirement to have high skill of it either so high rogue levels is a poor argument here, and in needful use, it's not fun to fail the wand usage either.

I am not in trouble here, but who ever might be in future, sure should appreacite this report if it's accidental bug and fixable.
