Weather system flavor text

I think it would be cool to see some flavor text at sunrise/sunset, before/after a rainstorm or lots of fog sets in, etc.

I know there is no way to 'slowly' cycle the weather, but adding the text and then a few seconds of delay before the actual change, would be cool, I think!

This could be a nice idea, but keep it short, otherwise I can see it becoming annoying after a while.
