You could make loyalist rangers who want to enforce the duke's rule in the wild and gently, but ultimately deviously extend to supremacy of civilization over the untamed jungles, in the name of harmony and balance yet in the interests of mankind!

The Reformed Order tried this at one point. The entire faction was wiped out about a week later.
