Tanglefoot Bag Saving Throw

The saving throw for tanglefoot bags currently takes into account saves vs spells through things like spellcraft and other sources. Would be nice if this could be fixed.

Also noticed someone afflicted by tanglefoot bag can be dispelled of it. Don't know if this is intended or not.
