Is there a way the "Drug Addict" can be made to be poisoned each reset? Also the "Street Whores" perhaps diseased?

It would be cool for healing classes (like Ilmatari) to be able to heal them instead of just placing herbs and what-nots at their feet. It would also help if there was a way to monitor the PC's that actually heal them. Not asking for XP for this (although points towards good might be ok) as some might spam healing simply for XP. Just a way that perhaps people will see that the Drug addicts and street whores are clean of illness which would show the healers are doing their jobs.

I have a better idea. Have random NPC spawns such as the drunken merchant that already appears in the allyways that are menat to be either robbed or cured (and both would give some XP)

Or you can just cast Lesser Restoration/Remove Disease on them because you can. It doesn't have to have a disease to affect people. Also, it's likely a junkie NPC would consider sending him stone cold sober in an instant a terrifying and possibly hostile act.

Just use the herbs on them and make a big thing of it. Make IC sendings asking for the injured and sick. That meat that's been turning up in the Temple? That's been me, with Good PCs and Docks PCs recruited in. If you want interest, recruit people. If you want recognition, just post it in your OOC journal so the DMs can see who's behind it. Spamming scripted stuff isn't the way to be notable. Running stuff that other players take an interest in is.

Just as Paladins can see evil, a simple /c diagnose "name" lets those with a high enough heal to be able to see those that are poisoned, diseased or cursed. When A healer sees nothing wrong, why would they bother to use their spells? Better to wait around for people who actually need it, which are few and far between as most have tons of healing as it's passed out like candy, enough to give the minor things away to Ilmatari and when they try to give it back to the people they get told "keep it, I have plenty".

And just an fyi... Healing herbs don't work on NPCs, hence the reason Amber leaves it at their feet.

Disease incubation is not a visible symptom (this is a law of nature). The moment there is a visible symptom, the subject should be able to complain about it.
 
Implementing the new command only to be able to see wether an NPC is diseased or poisoned so you can cure them seems pretty useless to me.
