Where DO all those trash piles get emptied?  Into the Ocean?

I'd like to see persistent storage for a "dump" area/place-able where the trash piles get emptied on reset. preferably in a scary area with locked (pickable) trash gates.  dunno if this can/is worth while to be scripted...

Quests:
Garbageman:
deliver all the trash picked up around town garbage piles to the dump for some fabulous reward.

Trash Scavenger
Low Level pcs could persuade npc dump guard to allow scavenging the collection so we dont have the high level trash picker merchants gleaning everything.   Of course the garbage piles are filled with vermin...

The Zig has been full of civilized folks for awhile now, they must have quite a pile of garbage by now, no?
