It can be hard to find the right time to use this spell, I had loot once that gave me a bunch of uses of it but I never really used it much because it was never raining when I was fighting.

That said the damage has been cranked up a by a lot since these changes were implemented, meaning when you actually can use it - It rocks faces off.  


I like the spell as it is now. If you could cast it any time, all druids/clerics would ever do is use that spell for the sheer damage it cranks out.

Also, from the number of DM hints that changing the weather is already possible, it sounds like they are just dying for someone to actually try. Hit them with a PM, try to get a plotline going. MASTER THE WEATHER!
