I'm seeing this too on a new PC (as I'm a new player) Naida Tyorl. She died a couple days ago (twice, actually) and all her efuss skill points have been wiped, she should have 21 in total, but she's only showing 12 unspent. So that's 9 points into the ether that I can no longer access.
