I know there has been mentioning of the Sharkeshape being bugged befor, and some sollutions to go around it where offered.
However..
I went for a swim and the form, if taken befor entering water -seems- to work a little while. But then.
There is the reconfirmation, or somesuch, a moment the shape refreshes itself and directly after this, its bugged and Uncumbered again. This results in a crawl-snail-like swim which costs a lot of pot/lives if unaware. So i thought i would mention it. Would love to explore the numerous water areas, but like this its impossible.

Since this has been brought up before but no fix has been found, in the meantime you can use FoM to avoid the slow bug. I know people have said why should you have to use a spell for something like this but it does work until, of course, it wears off. So use that until something else comes along I would suggest.

Could the shape be given Freedom as an attribute, like for spiders?

The fix to this is fairly simple, but somewhat tedious/time consuming to put in/bugtest, which is probably why it's not implemented.

Alternatively, maybe the DM's could consider the following as a meantime temporary fix;

Add a few lines to the server saving script so after the characters are saved it cycles through all the online players, and takes an item from each PC who is polymorphed/wildshaped and then gives it back to them, since apparently dropping items/picking them up in the past has worked to fix this until the next save.

That works only when out of the water cruzel. For instance, if you shift into a low STR shape where the weight of your inventory + the weight of your worn items would make you encumbered. In that case, the reshift is adding in the weight of your worn items and then makes you encumbered. Dropping an item will fix this.

However, the underwater bug is far more insidious. It seems to re-apply the speed reduction underwater... to the effect that you have a double dose of the underwater speed reduction.

Honestly, the only way to fix this would be to implement the shifter/wereshape shapeshifting systems for wildshape. But given that these systems are not very clearly defined as to how they work, they would probably make playing a druid fairly difficult for folks who have never encountered them before. Although... it would be incredibly fantastic to never have to enter the crafting menu again to decide what shapes I want to use...
