Make non-hub sendings free, and make Creep sendings have an NPC

In Ephia's Well, there's two main sending spots out in civilized society, both of them cost money because you pay this to the scribe attending the machine. That makes sense. However, in the desert, it's very common to have sending spots with not a single NPC managing the place. Where exactly is this money going? Is it just evaporating so your words can ring out to the world? Personally, it doesn't really make sense to me, and I think we could use having those niche spots be free. Not only would it drastically improve the villain experience, as now you can make sendings without worrying too much about your finances, which you often struggle with, but it also just makes more SENSE.

Additionally, in the Creep, there's an NPC thug that manages the resting spot, but no NPC thug that capitalizes on the sending-head? I think putting an NPC there that manages the spot for a little extra cash would be pretty cool and thematic. I also think it could add some additional use-cases for the "Thug" perk. Maybe the "Thug" perk can function as the "Herald" perk, but only for the Creep. You're this established, intimidating criminal down there-- the guy trying to make a quick buck from those sending-heads lets you make a few for free "on the house" out of fear.
