Remove "stacking abilities" script

As seen above. This is a pretty ancient script that rarely works in the first place, but when it does it provides a penalty to someone that has items with stat bonuses and tries to buff them with a potion or spell.

I don't feel like it is relevant anymore and if someone is given an item with bonuses they probably shouldn't have this thing apply a penalty for it.

I can say this is pretty annoying for me as well. Attribute ability items aren't so common that this is a problem, IMO.
