Docks Sending Cooldown

Remove it, please. A neat idea but adds more headache than solves. If your sending gets cut off, or you want to make a change, or you want to make one and someone else does, headaches ensue.

A nice tweak for immersion, but it clearly was only implemented to stop sending wars. its just causing a tremendous amount of annoyance for docks living pcs.

So how come the Docks get a cooldown and the Dominion doesn't? Unbalancing implementation if I ever saw one.

Maybe it's.. IG issue?! Hacked thing that was IG stolen and implemented may not work properly.
