Give all characters opportunity to have scalable item, similarly as relic guardians have. Maybe through a special merchant selling soulbound (OUB char.) amulet or so and improving it for a hefty sum.
It seems there 2 reasons to do this:
1. This may solve too fast rotation of chars. If you invest time and gold into something, you are more inclined to stick with it.
2. Effective gold dump.
On top all of this, this system would be similar to armor improving already present, so it shouldn't be too difficult to script.
