Yes because making one of the hardest, and most dangerous things to do on the server, which over time has become vastly less rewarding and more disappointing (Not entirely, but there is a lot to be disappointed about after all that time and investment, and level loss, and death risk, and resource investment) even harder for people to do is just what Alchemy needs right now. It used to be imbalanced, and now still is, just in a less abusive, very underwhelming fashion. If we are going to vastly reduce the rewards and ease of access more, then the art itself should be made easier to perform and less likely to ruin your day every time you do it. That or we could just give it what it really needs and boost some of the rewards back up, not as easily abusive as they were, but -something-. The majority of what Alchemy makes now costs more than it's worth to produce in risk and resources, especially, especially especially in the risk factor. There are some great items in there, but even then your only going to be able to make them once a month, maybe less, maybe more, and you go through heaps of trash and costly lesser rewards, and then outright punishment just to get there.

Which class is stronger is -extremely- dependent on level comparisons honestly, and situations. A 1st level sorcerer given you choose the right spells is deadlier than a 1st level wizard. 3rd wizard is deadlier than 3rd sorcerer, but 4th sorcerer is deadlier than 4th wizard, this cycle goes on, 7th wizard is deadlier than 7th sorcerer, but 8 and 8, sorcerer is better granted you made a good spell choice. The only time a wizard becomes painfully and significantly better than a sorcerer is when they hit 9th level, as getting a sorc, or any class for that matter to 10 is very difficult normally, and considering the spell choices for 5th level and the variety of them a wizard gets, even a 10 sorcerer wouldn't be deadlier than a 10 wizard, nor deadlier than a 9th wizard for that matter.. But, they would be better for many situations.

Wizards get many benefits, but they usually end up being a glass cannon, while a sorcerer with the proper precautions can outlast and outcast a wizard easily, I've always found doing almost everything except caster-caster duels is easier as a sorcerer than a wizard, especially events and questing where having a larger amount of spells.. Means a lot. It's really only the 9th factor that makes wizards truly more OP.

I say this because, there is a certain 10 max quest (no details) that normally requires a full party to do, or at the very least some very bad mofo's.. Me, and another, both 8th level sorcerers, brought along a third person, a lower level rogue, because it was required to take the quest, not because we needed him. As we were built quite properly, made the right spell choices, we were able to clear this quest with just us two sorcerers because we had enough spells per rest to last us to the resting point, from which we were able to rest and take on the boss, and win with little effort, with no small amount of help from our sorcerer perks (which are indeed VERY big benefits if you use them properly, also depends on which perks, some are vastly more useful than others). I've done that quest and seen entire parties wiped, but us two sorcerers were not only able to do this with ease, but we did this quite often repeatedly because we could, and the FIRST time we did it, we did it for lolz expecting to die, and found it was a lot easier than expected. And arguably, if we had been 2 8th- even 9th level wizards, we wouldn't have made it halfway through, as we would have ran out of the spells we needed far too soon, even were we school specialists, the only exception being had we poured tons of gold into scrolls, in which case we are expending a lot of resources and gold to do what a sorcerer didn't have to expend anything to accomplish.

This applied to several quests actually, me and that other sorcerer as we didn't have a lot of questing buddies being ill-doers often found what we needed to take a quest then marched on through it with impudence- save for quests that are immensely anti-caster friendly (Underwater type quests or anti-magic areas)

Spell duels? Wizards have a large advantage in being able to whip out a large variety to take the sorcerer out- but if they fail to succeed, they will be out of spells while a sorcerer can keep throwing the pain.

Despite all the benefits of a wizard, Sorcerers someway, somehow, come out on top in many important scenario's due to the small benefits they have that a wizard does not (Perks included- Assuming you chose from a certain selection of perks). The only exception being that 9th level point, and even then, only in power and utility variance, not survival and quest capability wise.

Quite honestly, Sorcerer doesn't need more. Would it be nice? Certainly, but does it need it? No. Wizards and Sorcerers aren't significantly imbalanced in power. Though I do think they are at a disadvantage in RP compared to a wizard due to a wizards much larger skill range with their intelligence scores. Perks did wonders to set a balance even if some look at them only in a flavor sense, many mechanical advantages cannot be denied. I mean just look at them! I would list off many -very- powerful benefits some perks give, but that would just add a bunch of reading to this post that you already did and should have noticed anyways, and this post is already rather long and a lot to read.

Wizards seem better, and in some ways they are better, but really, what is better for the things that matter, is entirely situational. Wizards will succeed where sorcerers will fail, and sorcerers will in turn succeed where wizards would fail.

But sure why not, give sorcerers a free feat, I know I would love it next time I play a sorcerer.
