While the shadow theme does seem quite weak mechanically and I am all for a buff, this seems like a lot of scripting work/DM time that could be better spent elsewhere for little reason beyond "it would be cool".   The sorcerer perk used as an example of a similar system also works in a distinctly different way than the proposed idea, but that's vaguely FOIG territory.

I have always seen the Watchers as vaguely Discworld-esque incompetents lead by competent officer ranks.  I believe it might take away from the general "theme" of the faction to make even the lowest grunt rank app-only.  

The current entry process also serves to ensure that, by virtue of having a minimum amount of "OOC" hoops to jump through, Sanctuary rarely suffers from a dearth of Watchers.  And the Upper setting (at least in my opinion) would be dreadfully boring without at least a few of them, incompetent or not.

If there is a concern with the way non-app position Watchers are played, then it falls to their IC PC superiors to handle that- If it doesn't already exist, maybe Sergeants/Inspectors could be encouraged by some means to take on "internal affairs" style duties to keep their underlings in line in an IC manner.

Ludwig Volkssbacher was the product of my desire to play yet another wizard and also watching the Quentin Tarantino film "Inglorious Basterds" three times in succession for hazy reasons.


Big ole Backstory:


Ludwig Volkssbacher was, until the Darkening, a student of astronomy and divination dwelling in the city of Raven's Bluff.  Being of a cynical nature, Ludwig was of the opinion that the true merits of a Diviner lay not only in the potent scrying magics at his disposal, but in his ability to charm, read and deceive his clientele.  Cultivating a winning smile and a flatterer's tongue, he eked out a dishonest living upon the streets of the Bluff, using his gains to fund his study of greater fates writ upon the stars.  The eldritch and curious changes to the skies upon the advent of the Darkening fascinated Ludwig, and he spent countless hours of the apocalypse struggling to comprehend the "truths" inherent within the ever-brightening stars.  


Though he gained little true understanding, his constant star-gazing had an adverse effect on his psyche, and he had come to believe that the stars were not simple celestial bodies, but silent entities gazing impassively down upon him.  Stranded below the crust of Toril without the chance to even glimpse them again, Ludwig found himself curiously yearning to be observed by these stars or to observe others in their stead. Believing that the Reformed Order of the Spellguard possessed the means whereby he might resume his study, he offered them his service as an experienced manipulator and spy.


All in all, he was a joy to play, and I want to thank each and every person who interacted with me, from Ascensionist to Watcher and everything in-between.  I'd also like to thank the DMs for enabling cruelty, lies, and backstabbing PATRIOTISM at every opportunity.  Screenshots to follow once I've tossed them all together.
