Also lower sanctuary is not meant to be a haven. There should be no reason traders would enter lower unless they are wishing to lose all their goods, and as rwg said it's good enough, a bit too good even.

I would agree with wm to an extent tbh, I'd like to see more of a divide between actual merchants and the adventuring bulk instead of these solldiers or crusaders peddling wares for quick coin in their spare time.

I used the item with Hold Person and targeted the hostile creature and the item disappeared and nothing seemingly occurred at all, not even a save.

There was no roll at all, and the target was hostile.

and with the fear it was a fear aura which I think is natural? Radiating from a troll hag and yes the item was explicitly + vs fear

I think you're missing the point. The point of the druid patrols was to give a way for druids to level as it would be silly for them to go about the city to do the low level quests. In the same way I'm asking for these guard patrols, which don't even have to be on the same level with regards to how much exp they give but gives choice over guards having to leave the city daily to find experience.

Not to mention this'll be a faction perk, not something every can use thereby unbalancing once more the life of a wild druid.

True but with the rules regarding Watchers and their uniforms especially I think it is a suitable solution on keeping watcher pcs in town for long periods.

Suggestions / Change the spawns outside the gates

While most are suitable spawns I've already had the run in with racing spiders, minotaur thugs and a tunnel hunter. I know this is a survival setting and everything but I've already died several times to these sort of spawns. They are quite tough for characters whom are levels 2-5 afterall!

Could we remove these in place of lower difficulty creatures, or even removing the creatures in the gate area all together as the traffic would have surely scared most away by now?

Several bugs I have seem to have found during my travels, though I'm not certain if they are bugs truly.

1. The goblin bracers with hold person did not work when used on a hostile pc.

2. The quivering growth item from gardening quest summoned a hostile creature which then attacked me.

3. Saves with regards to vs fear not being appropriately calculated, for some reason I failed fear saves several times due to my saves being miscalculated somehow ( natural 5 + 2 from items coming up as just 5).

Suggestions / Watcher Patrols

I'd like to suggest a system, much like guards use in real life and like the druid system at the moment, where watchers may walk to different places within Sanctuary and collect x amount of exp. It would motivate watchers to stick to town more and help give progression to those who do stay in down, what do you think?
