It's endless, really.

I was always of the opinion that no faith should reduce withering for free. Not even the Ilmateri in Old Port do that apparently. <.<

Simply enforce the same rules that are set on Stargazer PCs, have them be able to be retired at any moment and take Cerb's suggestion and enforce a level limit.
