I am certain most people in factions have agendas of their own and would rather recruit people they could consider allies rather than people they believe will put a clog in their cogs. That said, there's no need to keep people on a leash and demanding piles of compiled reports and hoops, but even in RL, sometimes you need to polish some boots. Certainly this can be done in a way that is fun for all parties involved and when in Sharboneth I tried to make the "testing" process more creative than having them write reports, but as Elmo can testify, it wasn't quite sucessful.
 
As for Pierre Dougstein, since you raised the issue Halfbrood, I remember that he would disappear for days/weeks. It is equally frustrating for recruits wanting to join factions to not find members to interact with, as it is for members of factions to have recruits vanish.
 
If PCs makes your life difficult, go over their heads.
 
I also believe that if the faction is somewhat empty, it is possible to apply to start as a member in the faction, hoop free.

Playing an "original" Order PC, however, does not guarantee automatic admittance into the Reformed Order.
 
It should also be noted again that this is a religious faction that follows unorthodox aspects of Helm, Tyr, Torm and Illmater. But strict devotion is not neccessary at all!

Admittedly I have only skimmed through some of these points, so you'll have to forgive me if I repeat issues that has already been covered.
 
The forum information section, especially the factions one, is quite outdated as it still lists both the Colonial Guards, Sharboneth and the Order. I know that it may be vexing to keep updating the forum along with the many changes on the server, but this seems like an update that is quite overdo.
 
Now, I do not know how many people check out the forum before/after, but I know I direct many players with questions to it, only to realize that it must be a frustrating venture to try and tease information out of it.

Likely because Aasamirs, with their hot-line to the good gods have a more positive personal power than a genasi, which are a spawn from some elemental plane.

I suppose being very argumentative, fiery (stubborn?) aren't in FR realm considered as positive character traits and thusly it should explain their negative Charisma status. In addition, one might consider that it should represent how "alien" they are in a human society, their inability to assimilate and how people would consider them to look weird/freakish, etc. Charisma isn't only how "pretty" a character is, it is also their effect on other people and a Genasi, no matter how shiny they look, would probably make most peasents uneasy.
 
 It's still possible to play a powerful sorcerer/bard/cleric whatever with the negative Charisma status, just makes it more of a challange and maybe less of a "powerhouse".
 
Just my thoughts.
