The boat captain on the kuo-toa isle has way too big of a range to notice passengers. I've had it suck up me and other people on many occasions when somebody activates the boat even if you are nowhere even remotely near it.
The range extends from the dock over to about halfway into the side where groups gather for the quest there, I've had entire teams just disapere..
