I can't think of a reason why you can't, really....
There's a small cave located on the Spire that you can rest within IIRC. That map isn't so large that making your way to the cave should prove overly troublesome.
AFAIK there is an IC reason.
The Spire is a hot spot for a lot of dangerous creatures. Some of the nastier non-Lowerdark things like to roam around there, and certain factions have some ties in the region as well. It makes sense to not be able to rest in the open in such a well-traveled spot. The cave at its base does allow resting, as well.

Then you shouldn't be able to rest in a number of other areas, but you can.

If I can't rest there, then the reason should be 100% obvious and common knowledge.
Fairly sure it's just an oversight but if someone wants to PM me if there's a real reason for it, feel free to do so.
I can't remember the name but the map where Hrunpar the mushroom farmer resides is another area that might be a possible oversight, no resting allowed.
